**Service Overview:**
The 311 Knowledge Base for Garbage Collection states that the City is strictly responsible for all blue bin recycling, contrary to any provincial recycling organization claims.
**Service Level Agreement (SLA):**
- **SLA Timeframe:** Missed pickups will be investigated within **14 to 21 business days**.
- **Bin Replacements:** Expect a 6-month delay for any damaged bin replacements.
